The reason you are required by law to purchase auto insurance is so that you cannot screw over society by making them pay for your car accidents when you can't pay for them yourself. This are the facts: I bought a car from a dealership, they offered me a car insurance, I did not want it because the car was to be shipped to Europe and sold there as brand new. The Joint Committee on Taxation has made it clear that failure to pay these fines could result in jail time.
